Square 54: Multimodal Transportation Impact Study for Mixed Use Project in Washington, DC - Wells + Associates

The Avenue/2200 Pennsylvania Avenue, formerly known as Square 54, is located on Washington Circle on The George Washington University (GWU) campus, adjacent to the Foggy Bottom Metro Station. The mixed-use project occupies the entire city block and includes approximately 500,000 S.F. of office space; 329,000 S.F. of residential space; and 55,000 G.S.F. of retail space, supported by three levels of underground parking and a below-grade loading facility.

W+A’s DC transportation planning team was retained to conduct a multimodal transportation impact study in conjunction with the proposed Planned Unit Development application to the District of Columbia Government. The study evaluated:

  • on- and off-site automobile, transit, pedestrian, and bicycle traffic impacts
  • adequacy of the proposed number of parking spaces and loading berths
  • appropriate location of the parking garage and loading berth driveways

We also developed an expert Transportation Demand Management plan as part of the traffic study.

W+A worked closely with District Department of Transportation and Office of Planning staff, and provided expert witness testimony before the District of Columbia Zoning Commission. The project was approved. Since the project opened in 2011, W+A has been responsible for conducting the annual transportation performance monitoring, which is required as a condition of approval.
